Do you mean that when not in safe mode, a user can use more than memory_limit bytes as stated in php.ini?
I'm not quite sure yet - but I don't seem to have any problems on my setup here - but I'll just check the memory_limit thing - I'm not even sure that I have any memory limits set in my production environment - I'll look into it ;o)
