Freedom goes both ways: the author is free to name is theme how he wants, phpmyadmin is free to decide what they think is desirable about naming conventions, especially if it is phpmyadmin that is doing the "work" of distributing it.
yes, and i think phpMyAdmin should give the authors the freedom to name they themes as they want.

i don't think 'generic' is always a good choice for themes ...
i do not know other software that have restrictions on theme names ...
