I would not be in favour of such a thing.
First because being under the GPL is very common nowadays and it keeps things simple to have not too many different licences.
Second because I do not think that there's much to gain from such shared patches, but it does put more burden on ISP's changing e.g. a few lines to integrate it with their custom control panel software.
I'm not sure what the consequences for Debian distributing phpMyAdmin would be, I would have to read the full licence text for that. But I see not much to gain except more complications for your users.
