From the description it seems that blocking is personal thing only.
Indeed, a repository owner has the power to block a user across their _personal_ repositories, but the owner or team members of an _organization_ repository cannot block in this case. I misunderstood that the documentation only applied in this case to the personal repositories and the kind Support folks cleared it up for me this morning. That's why my blocking didn't work, since it was occurring in the phpMyAdmin organization repository.
