Hi, we intentionally display Language in all cases with the goal of helping anyone seeing the interface in a foreign language to be able to find where is the language chooser.
I suggest to replace Language by "Language"
to better indicate that this is a foreign word on the interface. That is, unless the current language is English.

Hmmm ... for all the non-actively maintained languages, this would display
Language / Language or Language (Language) unless we add some logic to detect if ($strLanguage == 'Language') :)

In Arabic, if we reverse the label (I don't know if this would be better) we have to reverse the contents of the select box too.

the client decides if the string 'flows' in document text direction or is displayed in other text direction

Maybe PMA does not hint correctly the client? In Arabic, we have <html xmlns="http://www.w3.org/1999/xhtml" xml:lang="ar" lang="ar" dir="rtl">

there has to be a new $strFontSize too.

Huh? In English, "Font size" is on the left side of the option box and in Arabic it's on the right side (at least in Firefox 1.5).

for the font select box only the label is recognized as LTR language (for not being translated into arabic) and displayed left-to-right, the selectbox - not containing any words - is displayed RTL
on the other selectboxes the label AND the selectboxe are treated as LTR
as you can see on the [/] button in the selectbox
