due to the bug for something often used in phpMyAdmin (a change of column properties),
I suggest releasing quickly a 2.3.2.

Fine by me. Go for it. I'm trying to work out a long term fix for multibyte characters in a better way ATM, it doesn't need to go into 2.3.2.
