I'd actually suggest to do it like in 2.6.0, also see http://i14.tinypic.com/62zvqjt and http://floele.flyspray.org/test.htm again. It was rather unobstrusive back then and was visually connected to the query it refers to.
I suggest to move "Showing rows" just on top on the first Show dialog, with a <fieldset class="tblFooters">.
The idea is that: 1. user sent query, we display it in the SQL query fieldset
2. we are showing rows x to x
3. we display the rows
