Well I'm currently using this MySQL release (3.23.49) and can't face such a problem! Have you double checked the privilege of the user?

mysql-2.23.49 : ./configure --enable-local-infile ... But when I access LOAD DATA LOCAL INFILE ... , then mysql said: "The used command is not allowed with this MySQL version"
