What you think about:
$cfgTopNavBar='Browse,Select,Insert,AddNewField';
$cfgMiddleNavBar='AddNewField';
$cfgBottomNavBar='Browse,Select,Insert,Empty';
In this way any one can cofigure they own Nav Bar.
